I doubt that Fedora developers and users would be happy to know that you're trolling with a Fedora email address. Anyway, logind+polkit are the reason that systemd allows a user at the console to shutdown a system. Run "pkaction --verbose --action-id org.freedesktop.login1.power-off" to see why. The same can be set up with consolekit+polkit when booting with sysv+openrc.
