media-fonts/terminus-font only requires X11 packages if USE=X is enabled (adding deps on x11-apps/mkfontdir and media-fonts/encodings) or USE=pcf is enabled (adding a dep on x11-apps/bdftopcf). All these deps are compile-time only.
