  You should be able to pass the kernel parameters in lilo using the
"append" command.  Here's an example from my lilo.conf...

image = /boot/kernel.production
        root = /dev/sda5
        label = Production
        read-only # read-only for checking
        append = "noexec=on net.ifnames=0"
