portage already does this, in the profile. It's what defines the 'system' package set. For an example, look in the files in /usr/portage/profiles/default-linux/x86/2006.1/ - you can define USE flags, required packages, versions of those packages, and basically everything you mention above alan -- gentoo-user@gentoo.org mailing list
