Any modules or userland utilities needed to mount your '/' filesystem, plus all the libraries and other utilities they depend on, plus a linuxrc or init script that will actually do the preparation, mount the filesystem, chroot/pivot_root/switch_root, and exec() the real /sbin/init binary.
