Hi,

You have hal-0.5.10 installed and it's hotplugging devices. To disable 
hotplugging, put
        Option "AutoAddDevices" "false"
in Section ServerFlags. Or switch in X to an evdev keyboard layout, since it 
overrides your xorg.conf settings.
