Well for most cases that we need to vote on something, I think a
simple majority (or, more accurately, plurality) would suffice, with
maybe userrel casting the deciding vote if necessary.

But I'm also trying to imagine what we could disagree about that would
require such resolution.  Since we represent the user community, which
has various viewpoints and disagreements, I expect that there will
some topics that we ourselves will have differing views on, and we
will want to present those differing views.  I don't see it as
necessary for us to speak with one voice on everything.

It would therefore need six weeks of slacking for a UR to be removed
from the roster.

No problem with the concept, but the timeframe seems a little short to
me.  I think even devs get a 60-day grace period.

     2) When and how are new userreps assigned?

Do we keep a fixed number of 11 and new ones will only be added when a
position is vacant? Or do we have regular ballots where people are voted
off and new ones in (like a parliament or the council)?

I think userrel has already answered this...we are elected for a term
of one year, after which new elections are held and we have to be
re-elected.

Of course should it be necessary to retire all 11 of us in that
12-month period, I'd guess there will be no more elections! ;-)

     3) Suspension (vacation) of URs

Da we allow one of us to take longer vacations (say, more than a month)
and return after that period?

I think longer hiatus terms would be better here, like 60-90 days.
Life happens, and we need should allow for that.
