#5327: Nominatim doesn't find street names without number

The problem occurs in all applications using nominatim.
If only a streetname is given in the city of berne, it doesnt find it.
e.g. "Birkenweg Bern" -> doesn't find the Street "Birkenweg" in the City
of Berne. It only finds other Birkenweg in other villages.
If I type "Birkenweg 61 Bern" it finds "61, Birkenweg, Bern"(in the city
of Berne)
-> with the first Search it should also find the Birkenweg in Bern.
--> the same problem occurs with other streets.
