It will find it eventually but a very long way down the list. There is a
well-known issue that Nominatim does not distinguish between Bern (the
town) and Bern (the canton) in the search query. At the moment it is
unclear how this issue can be solved without loosing the current
flexibility with the addressing schema.
There are already a few issues with a similar topic and the same
underlying problem. So closing this as duplicate.
