Just to chime in with my thoughts. Chris's suggestion of pure REST + templating is quite tempting, just from a simplicity standpoint. easy to understand how it works, low entry barrier, etc...
However in the end I think I agree with Andrea, an approach based on this we will end up writing a lot of infrastructure our selves and rolling our own stuff. I think part of the reason why this is not an issue in the python world is because the language is so concise and convenient, not really the case in java, which is why there a million and one frameworks to "save you time". However I too put a high priority on a solid REST api... but I don't think we need to do a user interface based solely on it to make it happen. The way I see it we should be able to have both, and depending on what you are doing you may choose differently. If you want to add a few more administrative configuration options -> go with the web UI framework. If you want to put together a nice map based config tool, use the REST api.
