In Data Manager, for the time being folders are namespace prefixes.
DataStoreFactories have a namespace parameter used by convention, there's
nothing really mandatory in the geotools data api that forces a datastore to
accept a "namespace" parameter. Yet, that has been the common practice since
geoserver required feature types to be in a namespace configurable by the user.
So in order to reach feature parity with the old UI, we'll have to match the
namespace parameter when setting up a new datastore and assign it the namespace
uri from the "folder" (ie, namespace prefix) the datastore is being set up into
