Hook up security for Wicket UI

The Wicket UI already knows about Acegi Users (see GeoServerSession). Create a
GeoServerSecuredBasePage class that refuses to load for non-admin users, and
hopefully redirects to a sign-in form as well. Make the appropriate pages in
the UI derive this class. For extra credit, hide links to secured pages for
non-authenticated users.
