Hi,
here is a pull request for the topic at hand, with docs and test:

The pull grew larger than I anticipated because looking around I've found
that the scale
denominator was computed in different ways in different places, and
sometimes it was
different than the one computed by streaming renderer.

I've thus centralized the scale computation in WMSMapContent and made sure
the
code there matches what streaming renderer does. As a result a couple of
tests
had to be modified.
