I've confirmed that correcting the character handling in REST config
addresses the problem that I was trying to solve. It's a pretty small
patch because most of the REST config endpoints already did the decoding
and just cascaded WMS layers were missing it.

Regardless of what is done about issue with colons, I think that we should
apply the above patch so that RESTConfig can work with all configurations.
