Right, that version is actually wrong, which may explain why maven
couldn't find it. I did actually already add the custom repo to the
community module itself, so normally maven should already have
downloaded it by the time it is building release and it shouldn't have
failed.
But, if that is okay, in the next coming weeks I will find a better
solution for this fork and remove the custom repository from the
community module. For now fixing the version should normally fix the build.

Hmm... better not to, repositories should be either large/well
known/official ones, or under the control of the GeoServer PSC.
Maybe someone from Boundless can upload this forked jar to the repo?
Would be best not to depend on it at all, to be honest
(and if at all possible, make it not a snapshot).
