Yeah, this is what started the conversation - my expectations for
experienced providers differ from practice.

I tried to provide:
- 4 criteria (do I have to list signed code contribution agreement, or is
it covered by "demonstrate ability to contribute directly to the project?")
- And then some examples of how criteria could be met.

As an example Geocursos translates a lot of blog content (so a contribution
to our wider community), not sure if a signed code contribution is on file
(I think so once again to support translation), and appears to offer
geoserver training and support.
