I get a different message if I give it a filename that doesn't exist, eg,

"Could not find file: file:coverages/doesnotexist.xml"

it is

it is owned by root, with permissions 644, which is the same owner and 
permissions as all the sample files, eg, coverages/arc_sample/info.xml

 

The geoserver web application is running in glassfish, which is running as root.
