A german translation has actually been stared but it is in sore need of work
so if you wanted to pick that up it would be very much welcomed!

Unfortunately that page about how to translate is very out of date. But the
process is more or less the same. There are a set of properties file that
contain a set of key/text pairs for a specific language. For instance the
german translations can be found in the following files:

http://svn.codehaus.org/geoserver/trunk/src/web/wms/src/main/resources/GeoServerApplication_de.properties

http://svn.codehaus.org/geoserver/trunk/src/web/wcs/src/main/resources/GeoServerApplication_de.properties
http://svn.codehaus.org/geoserver/trunk/src/web/demo/src/main/resources/GeoServerApplication_de.properties

A few modules miss german translations:

Perhaps the best way to proceed would be to checkout those files, update
them and and then submit a patch to jira?
