The problem is.. I work for an authority that are very ESRI orientiert. If I 
were to say that we need ArcServer we would have it next week.  I want to be 
able to show to other public organisations in Germany that there is no need to 
spend 15 000 euros on software to create a geodata infrastructure and and web 
publishing system.

This works great up to a point. I can use QGIS  SAGA-GIS etc for all my desktop 
needs and install geoserver/Postgis or even the opengeosuite to serve the data 
on Linux servers.....but the crunch comes when web-apps need to be created. The 
ability to be able to code with php/Javascript/Ext/GEoEXT/ etc etc is 
intellectual property and this is exactly the stuff I need to learn. I can´t 
get 
support for every little internet web I need to design as this would not be 
practical. And it would also show that although opensource geosoftware works,  
the ability to produce webapps is very limitied because the techonology 
requires 
strong web-programming experience.
