Hi Robert,

I think you are misunderstanding how OpenSource works. The geodata 
infrastructure and web publishing system your authority needs will cost 15.000 
Euros or more, regardless of whether you choose ESRI or OpenSource. In the case 
of ESRI, you spend the 15.000 Euros on off-the-shelf software. Customization 
will cost extra. In the case of OpenSource, you either spend money on buying 
professional support (which can also include customization), or learning to 
work with the stack on your own. Depending on how expensive you are, and how 
much voluntary help you get from people on community forums, 15.000 Euros may 
not be sufficient if you need to learn everything yourself.
