GeoServer can do on the fly reprojection of raster data and can do so over
WMS services too, but before
investing into a subscription I would double check that:
- ArcView can actually request WMS layers in a SRS other than the native
one (that is, it can ask GeoServer
  to do the reprojection)
- The output quality is suitable for your needs (reprojection often comes
with a reduced quality output)
