I also noticed that with 2.1.3, we now have 12 decimal places on each coordinate when computing the bounding boxes from data. On 2.1.2, it was 2 decimal places. Otherwise, I do not see any significant difference between the layer configurations.
If I modify layer properties through the admin console and save these changes, refreshing the layer list does not reflect these changes. If I also go through the back door by editing the xml files directly and restarting the service, changes are not reflected upon layer refresh. This is all happening on 2.1.3.
