Phil and Martin pointed you in the direction of the geoserver documentation and did not talk about tools. Probably implicitly telling you that you need some understanding of XML and Schema and their syntax, the sld XML-flavour and what you can do with it, which I think is an important point. However, there are some tools that shield you a bit from writing sld XML by hand: Udig Atlas Styler They work well for simple styles even on a complicated graphic level. There may be others I do not know. When it comes to more complicated issues such as filters, rules, use of functions etc. i.e. when the sld becomes longer and more repetitive you can use use something like a commercial XML editor such as Oxygen, Altova, Stylus, XMLSpy. There is a free XML-editor which I have installed, but used very little called Serna, which makes a good impression and at least checks your tags against a schema and tells you what is allowed at this location of the sld and what is not. They are not a magic bullet, so please turn to the documentation first.
