Dr. Maul, Thank you very much for your reply. Since my last post I was able to install geoserver for manual start/stop, so that I could continue working with it. I do want to get it installed as a service before we go into production, so I appreciate the information. I will try the steps that you have recommended, and report back on my results.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services and then start from scratch. Firstly leave the standard data directory where it is, second step change it in web.xml and copy it to this destination on the disk still using the default data directory start again and check logs, third step 'supplant' it with your own data directory.
