that is not the recommended way to use web technology but it should work 
fine. When they are ready to make the map public, they just need to 
change the URLs to match the new public server host name and deploy the 
application.

I have even seen an organisation who deployed a web application on a 
central server and provided access via web browsers running on the 
server using remote desktop, all because the proprietary web application 
did not support SSL. To any web architect, this is a horrific misuse of 
web technology. An awful mess, but it did work.
