Going by memory, because in WFS the workspace names are treated as
namespace prefixes, and XML
has rules for what makes a valid name, in particular, there is a whitelist
of start characters that does not include
numbers:

Certain input validation procedures were coded only in the UI, the REST API
is for automation once you really
know what you're doing (but feel free to contribute code changes to move
the validation down enough
so that it's shared between UI and REST, there is no good reason to have
the validation only in the UI besides
lack of resources, funds or developer time, to tackle that particular
issue).
