Chaos will ensue if we deploy to both repositories randomly -- life will 
be simple if we use one to deploy to (lists.refractions), and have the 
other (geotools.fr) as a mirror to grab dependencies from.

I've updated "How to add a 3rd party jar" and put a note on "How to cut 
a release" <-- will wait until we release and see how it goes.

Where the deployed "site" (javadocs, test results, etc) will live is 
unknown (a different space on lists.refractions?).
