I will try to clarify it after I get a chance to look at the review.txt file
(last time I tried a
svn update, I didn't saw those files. I guess that they are going to be
commited a little bit
later?). The license is not about the hsql driver (as far as I remember), but
rather about the EPSG
database itself.
