Yes we raised this point with Adrian lately (it was one of the main objective
behind the maven module remaining).
For a mysterious reasons, it appears that aggregated javadoc can only be
generated with Java 6. It doesn't work with Java 5.
Just run "mvn javadoc:javadoc" from the Geotools root directory with a Java 6
installation and it should work.
