The current way of creating the EPSG database is based on creating a new
database and running a script. This takes a long time and can create problems
if the user kills the process mid-way during the db creation.
Store a ready to use zipped database instead, and unzip it when needed. The
zipped database takes 1.7MB and unpacks in a couple of seconds, the only
downside is that the hsql jar will grow by about 1.1MB
(the sql script is 4MB but it compressed down to 600KB when in the jar, the
zipped database won't).
