Per our procedures everyone voting -1 has to provide an alternative, just saying
"no" is not allowed:

I understand the concern about using a reserved code, it was chosen anyways
because EPSG never used anything below 2000 and it's the most practical
solution, a code that everybody can remember and associate with its wildcard
nature.

Anyways, let's look at the alternatives. If we stick by EPSG recommendations
we need a code above 32767. Can't find any code that can be easily associated
with "wildcard cartesian" concept, but random easy to remember codes could
be:
43234
99999
100000
100001
999999

Another alternative is to go the other side and use EPSG:-1 instead.
Looks like a disappointed smiley, pretty much fits with my
feelings for not being able to use the simplest solution, and I guess also
the one of people not being able to georeference their data.
Nobody ever used negative numbers, so there is no possibility of a conflict.

I don't think any system is prepared to deal with -1, at the same time I can't
think of anyone explicitly disallowing negative codes.

Btw, EPSG has two cartesian codes in the official database, but they are
defined just as examples are are not really usable:

Answering Ben's question, yes, whatever code we choose is going to be
published in the capabilities, just like all other user defined codes in
esri.properties are.
WMS can be legitimately used also to serve non geoferenced data,
we've seen users trying to publish CAD data (floor plans) or high resolutions
imagery such as painting scans that do not have any referencing in
the world, we need to give this people a code instead of having them
contiously hijack 4326 for that purpose
