I hate to mention this for fear of sounding like a broken record, but any chance of promoting gt-grid (vector grids) ? It gets used in both GeoTools and GeoServer. There is this old issue: https://jira.codehaus.org/browse/GEOT-3523 But as previously discussed I don't think gt-data is a good home for it and would rather it was either in gt-main or promoted as its own little module into the extension dir.
