Looking at the GEOT-3952 (Andrea's patch) I don't see or recall any reason why that wasn't applied other than the ambition to replace the whole thing at some stage. I can apply the patch to the current development branch (11-SNAPSHOT) if you are able to work with that. Otherwise, you can apply the patch to your local sources and just rebuild the process-vector module.
