Hi Kurt, sorry for the late reply, I'm travelling abroad. You can just download them and build them with maven with "-nsu", so that they pick your locally built snapshots, the master version of each depends on the master version of GeoTools.
Build order is geotools -> geowebcache -> geoserver Mind that all projects are active and there is a preference to backport to geotools useful bits when possible, if your branch is outdated the gwc/gs builds might fail because of changes they need in geotools, which you might not have locally. Feel free to rebase your PR to align to latest geotools master.
