Created the following trac tickets:

- artifact manager to replace download.osgeo.org/webdav/geotools

- Jenkins build server to replace build.geoserver.org
<https://trac.osgeo.org/osgeo/ticket/2411>

While I have reported these issues I will not have time to work on this
activity in Q1.
