I was wondering if hosting at github (aka GitHub Pages) was considered
for this? I've done some sites with this in the past and was quite
simple to set up:
1. create a geotools.github.io repository to drop in all the files to
be hosted
2. add a CNAME file to that repo with "docs.geotools.org"
3. set up GitHub Pages on that repo
4. update DNS for "docs.geotools.org" (essentially change the current
CNAME record for docs.geotools.org to geotools.github.io

Github provides loadbalanced/cloud hosting + https
