Hi Jody, Having gone through the process of getting a couple of projects into Maven Central (though via Sonatype rather than Codehaus), the most important rule is that all dependencies of a project must be available from Central. This was not the case for recent versions of JTS, but that's now fixed for version 1.11 (used by GeoTools 2.7).
The folks at Sonatype have recently been trudging through an epic job of trying to get the java.net repo cleaned up enough to publish those projects to Central.
