That was never planned, it was just the wish of the people that 
eventually forked GeoTools into GeoToolkit. But has never been an 
official project position.

I did some work months ago to allow better matching between ESRI
and ESPG code when it comes to guess which EPSG code is associated
to an ESRI fabricated prj.

Not sure there is much that can be done... the EPSG database is the 
official reference for all OGC compliant software. Everything else
we can eventually try to be compatible with, but it's an extra.

I guess that, to some extent, we could make prj generation ESRI 
compatible, like for example by using ESRI projection names or
datum names in place of the official ones.

Specifically, what differences are you talking about? Are you interested
in working on this and providing a patch?
