It should be efficient but it isn't. Much of the existing filter code in GeoTools dates from very early in the library's history and is showing its age. It would be great to overhaul it but funding and/or volunteer developer time for this is a challenge. If you can help in this regard, code contributions are always welcome and can be submitted as patches in the Jira issue system.
