I just thought that ECQL being an extension of CQL should at least support a
query that gets parsed (without any issues) by the CQL filter parser.
Oh, I was also running a WITHIN filter not DWITHIN.

Envelope is not a geometry, and dwithin expects a geometry as the second
argument.
That said, I see how being able to treat an envelope as a geometry surrogate
in that case may be useful,
could be a useful enhancement to the existing grammar
