To optimize rendering speed when zoomed out you can start to look into 
producing cut down datasets and switching between them at different scales. You 
can do that with multiple layers (each engaging at a different zoom level), or 
look at the "pre-generalized" datastore and it can switch behind the scenes for 
you.

A few rendering systems switch to rendering directly from the spatial index 
when zoomed out (only works for polygons as I understand it) - as long as the 
result gives you less data to traverse it would be faster then considering all 
the features in the target area as geotools does currently.
