I would suggest using VB.Net or C# with the .Net Compact Framework 2.0.  While 
it is possible to download free versions of VB.Net and C# compilers, it would 
likely be worth the cost of getting a copy of Visual Studio 2005 in order to 
use advanced features such as developing against an emulator and also real-
time debugging from the Recon itself.  The IDE would save loads of development 
effort and time.

Considering the intern's Java experience, then C# may be the .Net language to 
use, although J# is a more esoteric possibility.

I've personally developed a couple mapping / GPS tracking apps for PocketPC in 
VB.Net.
