So far, I've been keeping track of GeoRSS related stuff on http://del.icio.us/tag/georss.
But for sure, we're hitting the point where some infrastructure is needed for publishers and developers to collaborate, communicate... and that ranges from lists of supporting libraries and applications, to code repositories and issue trackers.
