Ah, thought this might be the case. Then yes, seems like limited to a
good Wifi connection, probably provided by a up-powered LinkSys WRT54G
basestation on the command vehicle and/or base stations. There is this
OpenTracker (http://n1vg.net/opentracker/) which uses APRS and serial
GPS, though APRS does require Amateur HAM callsign to use. Another
commercial option is the kenwood TH-D7AG
(http://www.kenwood.net/indexKenwood.cfm?do=ProductDetails&ProdID=5018&Group=5)
