Ian, No postal info, but you can start with the UN SALB project for admin boundaries:
http://www.who.int/whosis/database/gis/salb/salb_home.htm We have a large collection of admin boundaries but most are proprietary so we can't release them. There are links to our sources if you do end up going the country-by-country route, follow any of the country links from: http://sedac.ciesin.columbia.edu/gpw/global.jsp to see them (bottom of the table on any country page). Hunting for admin boundaries (local/provincial/other/postal) with periodic updates (mostly for postal codes). I don't want to deal with 150 state agencies, hence an aggregator. Could consider doing it by region--Europe, Asia, etc... Yes, North America is an easy one (got it), but other parts of the world ain't so easy. Things like VMAP0/DCW aren't of sufficient resolution and they lack postal codes/updates.
