Use OpenLayers - go with all of them. :)

Or should I just embed hyperlinks over an image background using pure CSS? (I don’t want to start any wanking wars. I know each solution will have its own advantages and disadvantages. I’m trying to figure out what those are.)



Thanks for any suggestions. If you’ve got a good book you can recommend with your suggested web mapping platform I would appreciate that was well.
