Federal Technical University Zurich (CH)

There are probably a lot more, but these are some of the places in
Europe that immediately come to mind with good environment and/or
economics departments. Since the harmonization of European
univsersities that has occurred over the last 5-10 years, almost all
European universities have programs for visiting students from
foreign universities, and in most cases there are plenty of courses
with English as the language of instruction. Outside of Europe I am
less familiar, but the Australian National University, National
University of Singapore, and University of Cape Town all come to mind
as being excellent.
