Dear all again I might be able to answer my own question. Have just found a report from David Doniger from NRDC Climate Center who refers in his blog to such a draft being circulated but says that it turned out to be an illustrative example reportedly offered by the EU at the November negotiating session in Barcelona - http://switchboard.nrdc.org/blogs/ddoniger/the_copenhagen_accord_a_big_st.html
