As I understand it, these were just illustrative lists stapled by the
Secretariat to the Copenhagen Accord, to show what the annexes could look
like.   They were never the subject of negotiations among states.

I might be able to answer my own question. Have just found a report from
David Doniger from NRDC Climate Center who refers in his blog to such a
draft being circulated but says that it turned out to be an illustrative
example reportedly offered by the EU at the November negotiating session in
Barcelona -
