That story is appalling.  Especially so if under AZ law those persons
could only be held accountable for financial damages.

You all might wish to move your local laws so that animals abusers can be
better punished.

Here in Washington state USA, a few years ago and not many miles from my
home, some young men did a monstrous thing.  They entered a children's
petting zoo one night and abused a donkey that was leashed to a fence.
She died a few days later.

IIRC the young men were able to be charged under a misdemeanor law and I
think they did some jail time.  But the time wasn't sufficient.

The public outcry was so loud that the state passed a new law that bears
the name of the donkey.  It makes animal abuse a felony and the penalties
are big.
